Ok...digital cable tv filters are being sold on e-Bay for anywhere between
$2.99 - $5.99US .
Question: Is there any science behind these, or are they a new formula of
hyped up snake oil?

If it's anything like the "internet" filters used, it is to prevent interference
to the analog signal from the digital carrier.
There's no point in buying one; the cable company will supply them free.

Looking at some of them I have to agree with another poster that they
are interference filters that may be installed by the cable co. for
free upon request should you get interference on your digital
channels. So, it seems pointless to purchase any of these.
